There's a big wind-turbine in a park in downtown Toronto, close to the
shore of Lake Ontario and to the highway that runs along it. It was
constructed several years ago as a deliberate attempt to show the
public that wind-power works, and that the turbines don't produce
excessive noise.
It does work, and feeds power into the grid - sometimes. But the most
noticeable thing is that is is often stationary even when there is a
nice moderate wind, which would seem to be ideal for running it.
Presumably it needs servicing rather often.
As a piece of propaganda, I think it has failed.
