Actually, the KAW will not apply in this case, because the CFL lamps the OP
was talking about are 12 VDC. However, you may be at least partially correct
about the PF thing because we are not dealing with pure DC here, or it could
have to do with the sampling scheme in the OP's digital meter.
FWIW, I can tell you that my 12-watt/ 12 volt CFL's draw about one amp.
