In which case there is no appreciable power / energy input and any significant
production of gases (which do contain energy of combustion) would be a violation of the
laws of thermodynamics.

I repeat - Voltage does not do work (supply energy/power) without CURRENT. This is
basic physics.

You are talking about an over-unity or 'perpetual motion' device where power/energy out
