You can't "reflect heat" that way.

What holds these magic plates in place in the wind, yet allows them
to turn easily?

How much do you have to reinforce the roof to hold up the weight of
the magic plates and the turning mechanism?

Here's a simpler method; plant a tree.

The tree provides shade in the summer and in the winter when the
leaves fall off you get sunshine.

When you trim the tree you get firewood.
