That's the point of the movie.
The medical establishment wouldn't "investigate" his formula because
after they tried to but it and control it Hoxey refused.
He mainly refused because of a promise to his Father that it would be
available to those with little money that the Pharma Buyers wouldn't
honor.
They also found they couldn't patent the ingedients since they grow in
the woods.
Then they destroyed him as best they could.

There is no hydrogen "scam."
Meyer's process works and is being duplicated all over the planet.
