Yes, to the best of my knowledge this is the case in most countries.
Wind turbines are a fairly mature technology and don't work well in an
urban setting where most houses are found. Wind turbines are actually
starting to be cost competitive with other utility generation so they
need less help as an industry.
PV works well on roofs nearly anywhere, especially within cities, and
is so very expensive (and new) that people would be much less likely
to buy it without the subsidy.
