You need to understand a bit about the history of this rebate.
To begin with, there used to be no tax on home power off the grid.
This meant that you could buy what you needed to provide your own
power with out paying tax on it.
The Liberal party who came into power wanted to introduce a "Goods and
Services Tax" (GST, Also known as Grab Steal And Take or the Get
Stuffed Tax). They won power by the leader declaring that there would
"Never Ever Be A GST" which won him the name of Never Ever Johnnie.
To do so they needed the votes from the Democrat party. Meg Lees who
was the leader of the Democrats at the time promised their vote on
condition that a rebate be given for solar power. Hence the rebate on
panels only.
Of course the new tax raised the price of solar power by 10% over
night. The rebate was for the panels only and there were conditions.
The panel makers decided that if there was a rebate for solar panels
it must be for them and raised prices.
In the end the price of solar power installations went up by around
20%.
