Amendment 10: The powers not delegated to the United States by the
Constitution, nor prohibited
by it to the states, are reserved to the states
respectively, or to the people.
As long as one assumes consistent usage of language in the Bill of Rights
with all ten
amendments enacted at the same time, these are all individual rights and not
collective
