In any case, banks are made up of people. Suppossedly highly educated,

Has absolutley NOTHING to do with the application. It is about whether a
meyer cell works, aka produced much HHO gas with negligible current flow.

Which is where anyone with any science education rolls on the floor
laughing. What you have described, under current science knowledge and
engineering is a perpetual motion machine.

However, it may work if the meyer cell works, but no one has made a
meyer cell work better than electrolysis and that is why intelligent
people label Meyer a fraudster.
