No, actually the list should go something like....
To promote public safety and prevent reckless people from killing others,
'the people' have imposed speed limits on most roads. (there isn't a speed
limit in Montana on interstates)
To prevent imposing offensive language onto those who don't wish to be
subjected to it, 'the people' have imposed restrictions on the language that
can be broadcast over the public airwaves. (you *can* swear in public if
not in front of minors and you're not 'disturbing the peace')
To prevent the general public from being sold a car that is patently unsafe
to drive, 'the people' have imposed standards that all car manufacturers
must build their products to if they wish to sell them to the public. (you
can build your own car and operate it on private land, but it must meet the
safety standards to operate on public roads)
... The key in all this is 'the people' have chosen to empower the
authorities. Sometimes woefully ignorant, often swayed by the minority, but
still 'the people'.
