Not me. Although there is a minimum amount of consumption that is mandatory
to live, there are huge amounts of waste that we, as Americans specifically,
seem to "enjoy" or see as a "right".

Well obviously demand moves with the population to some degree, but I doubt
that a doubling of price will halve the demand. Conversely, if you cut the
price of water I doubt all-of-the-sudden people will use twice as much.
