I've listened to the developers of this device and the price doesn't
seem too bad. It only generates during the leg's deceleration phase.
According to the developers it's not noticeable on turn on but when you
switch it off it takes a few strides before you stop over-extending your
leg.

Long term side effects could be another matter of course. And I
wouldn't expect to power very much from it.
